It's there, that you can report violations and check on what they did. Or didn't do.
Among the interesting, if not too amusing features, is a monthly list of who is most likely to remove an illegal file (if not remove the asshole who uploaded it).
There's also a monthly list of, shrug-shrug, the nose-thumbing brats who grin and say "You can't do anything, your country's laws don't apply to US, and we LOVE being PRICKS because copyright is COPY WRONG. But we have locks on OUR front doors."
The idea, I guess, is to be realistic with authors and publishers, and let 'em know that in the 21st Century, a lot of places are just beyond the law. And weak laws make sure that ISP's aren't blocked, downloaders aren't prosecuted and the "we like free" brigade can skip and dance all around their windmills and basements.
Too bad the countries that respect copyright law respect all law, and don't hire hackers or spies to just fuck up these rogue websites, or better yet, track down the smirking millionaires and break their fucking hands for them.
